Świadoma jego słabości i władzy nad nim, wysłała go do dziesiątek domów z myślą o zysku, a na sam koniec uzależniła go od siebie, gdy po każdorazowo spełnionym obowiązku w łożu kogoś z Kapitolu, udzielała mu pocieszenia. Tate wciąż nie znosi dotyku jej dłoni na włosach, ale w ten niewytłumaczalny chory sposób, uspokaja go to.

Layla Monroe † Czternastolatka, kochana siostrzyczka. Za sprawą wyglądu razem z Tatem podbili serca Kapitolu na Paradzie Trybutów. Ona niewinna, on enigmatyczny. Ludzie Panemu rozczulali się nad nimi, więc gdy Layla poniosła śmierć przy Rogu Obfitości, Tate tylko na tym zyskał. Jego boleść i łzy na stałe utrwaliły się w transmisji igrzysk, czym zaskarbił sobie sympatię wielu sponsorów. Po latach od ostatnich igrzysk boi się spojrzeć rodzicom w oczy. Nie umie przyznać sam przed sobą, że śmierć siostry nie była jego winą. Że nawet będąc na miejscu nie mógł temu zaradzić.

Jako Sponsor wspierał wybranych trybutów na arenie i poza nią, zapewniając im odpowiednie perspektywy na przyszłość. Przed Kapitolem wraz z żoną – Rią, zgrywali snobistycznych mieszkańców państwa Panem, w rzeczywistości filantropicznie pomagając jednostkom, do których udało im się dotrzeć.

Jedyne ziecko państwa Sinclair. Dwuletnia córeczka. Umarła w skutek zniszczeń wywołanych przez Ruch Oporu w trakcie I i II Rebelii. Wraz z matką zmuszone były uciekać z Kapitolu. Zbyt słaba żeby wytrzymać warunki w jakich przyszło im uciekać zmarła z głodu jeszcze przed wprowadzeniem nowych rządów w Panem.
